Description: The Edward Byrne Memorial State and Local Law Enforcement Assistance Program (Byrne), authorized by the Anti-Drug Abuse Act of 1988, is administered by the Bureau of Justice Assistance (BJA). The Formula Grant Program, a component of the Byrne Program, is designed to assist states and local units of government in carrying out specific programs that offer a high probability of improving the functioning of the criminal justice system. Special emphasis is placed on helping these agencies control violent and drug-related crimes, improve operations and build coordination and cooperation among the components of the criminal justice system. Byrne has twenty-eight eligible purpose areas under which programs can be funded. However, the state can only provide funding for those priority areas included in an approved plan. Areas focused on include detection and apprehension, prosecution, adjudication, detention and rehabilitation of offenders who violate state and local laws. The Byrne program requires a 25% cash match.
