Description: Edward Byrne Memorial Justice Assistance Grant (JAG) Program The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is a federally funded program administered by the U.S. Department of Justice that assists states with the prevention and control of crime and improvement of the criminal justice system. In federal fiscal year 2005, the Byrne Formula and Local Law Enforcement Block Grant (LLEBG) programs were eliminated and replaced by the JAG program to serve as a single funding mechanism and simplify the administration process for grantees. The consolidation of the Byrne and LLBG programs resulted in 75% reduction in funding for Connecticut in FFY 2005. The federal JAG program includes two "sub-programs" for certain recipients- state governments and local governments. The federal Local JAG program is available to a specific set of local governments identified by the U.S. Department of Justice. Designated local governments must apply directly to the USDOJ for the Local JAG grants. The federal State JAG program awards funds to designated state administrative agencies (SAA) based on a formula that includes population and crime statistics. OPM serves as the SAA for Connecticut and is responsible for administration, allocation and oversight of the JAG program.
