Description: Overview: The Office of Traffic Safety (OTS) distributes federal funding apportioned to California under the National Highway Safety Act and the Safe, Accountable and Flexible Efficiency Transportation Equity Act - A Legacy for Users (SAFETEA-LU). Grants are used to mitigate traffic safety program deficiencies, expand ongoing activity, or develop a new program. Grant funding cannot replace existing program expenditures, nor can traffic safety funds be used for program maintenance, research, rehabilitation, or construction. "Grants Made Easy" significantly reduces the paperwork and time required to submit a proposal and finalize a grant agreement. This program also streamlines the reporting process by replacing the Final Report requirement with an Executive Summary. In addition, "Grants Made Easy" enables OTS staff to significantly reduce the number of days required to process new grants. OTS has developed three programs under the "Grants Made Easy": - Selective Traffic Enforcement Program (STEP) - DUI Enforcement and Awareness Program (DUI) - Vehicle Impound Program (VIP) Proposed Grant Beginning and Ending Dates: OTS grant funding is based on the federal fiscal year, which begins on October 1 and ends on September 30. Grants for the 2011 federal fiscal year begin October 1, 2010. Local law enforcement agencies submitting “Grants Made Easy” applications that request “overtime only” funding are limited to a one year grant period (October 1, 2010, through September 30, 2011). Applications requesting funding for fulltime personnel and overtime must be submitted for a two year grant period (October 1, 2010, through September 30, 2012). Equipment- Allowable Costs: Costs for the following items are allowable, subject to compliance with applicable federal and state standards and specifications or adopted by the state through legislation or by the actions of an appropriate state agency or commission: • Alcohol testing devices, includes Evidential Portable Alcohol Systems • Police traffic radar, laser units, and other speed measuring devices used by the police • Ambulances Costs of ambulance and first responder (rescue) vehicles and associated equipment; up to 25 percent of the total purchase cost. This funding restriction also includes communications and medical equipment. • Signs or Devices “off the Federal Aid System”, see the Roadway on or off Federal Aid System link under the “Proposal Resources” heading. • Child restraint devices • Bicycle helmets How to Apply: Applying for an OTS grant begins with submission of one of the six "Grants Made Easy" proposal templates. The print font should be no smaller than "10." The proposal is to be submitted as an attachment to a cover letter prepared on your agency letterhead. Proposals must be postmarked by January 31, 2010. OTS will not accept proposals that are faxed or e-mailed.
