Description: Overview: The Office of Victims' Services of the Pennsylvania Commission on Crime and Delinquency (PCCD) announces the availability of $250,000 in federal Justice Assistance Grant (JAG) American Recovery and Reinvestment Act (ARRA) funds allocated to support and encourage the development and provision of training for diret victim service agency staff and/or allied professionals. PCCD us now accepting applications with an emphasis on securing additional full-time and part-time personnel; retaining full- and part-time personnel, and/or; elevating part-time positions to full-time positions, as well as enhancing the skill sets of personnel in the field through an initiative entitled ARRA Training for Direct Victim Service Staff and Allied Professionals. The overall goal of this solicitation is to fund personnel and training that will enhance the knowledge and skill sets of professionals that work with crime victims in Pennsylvania. Project Dates: Applications approved at the June 8, 2010commission meeting will have a 12-month project period and an estimated start date of no earlier than July 1, 2010. Funding will not be available beyond the 12-month project period, as this is one time funding. Eligibility: Applicants: Any public or non-profit organization may submit an application for a victim services-related training project. Types of Training Eligibility: 1. Specialized training for criminal and juvenile justice officials and care-giving professional in the medical and mental health fields on the topics of the impact of victimization, the needs and rights of crime victims, the importance of the coordination and enhancement of services and the skills necessary for effective interaction with crime victims. 2. Specialized skill-building training for victim advocates who work with victim populations having specific needs 3. Specialized skill-building training for victim advocates on any one or a combination of the following areas: - Advocacy in any of the systems a victim may encounter - Stress management - Effective systems advocacy, community planning and team-building - The unique needs of victims of juvenile offenders - The working of the juvenile justice system - Responding to the needs of victims of other serious crimes including the surviving family members 4. Training that enhances a professional's cultural competency and the understanding and appreciation of the cultural diversity of crime victims specific to Pennsylvania or a local community in this Commonwealth. 5. The provision of customized training for direct services staff in a local victim service agency or agencies to enhance their operational effectiveness and compliance with revised PCCD Consolidated Standards. 6. Training that enhances victim service staff skills and knowledge on topics related to information technology, such as computer hardware training, software training, database or client management software training.
