JAG/Weed and Seed Guidelines 2010-2011

The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting Applications for funding under the Office of Pennsylvania Weed and Seed. The Pennsylvania Weed and Seed Initiative provide funds to address risk factors and support projects identified in the Target Area Revitalization Plans.

Projects funded under these guidelines must address the issues identified in the reassessment of the target area using the four key components: law enforcement; community policing; prevention, intervention, and treatment; and neighborhood restoration. Each application must reflect the goals and strategies outlined in the Law Enforcement Crime Task Force Plan and the updated local PA Weed and Seed Revitalization Plan and must be approved by the local Assistance for Impact Delegation (AID) Team.

Project Dates: Contingent upon availability of funds, Applications approved at the December 14, 2010 Commission meeting will be 12-month projects and have a start date of January 1, 2011 and an end date of December 31, 2011.

Funding Available: A total of $400,000 in federal funds (JAG) is being announced to support Weeding efforts. PCCD expects to fund eight one-year grants with budgets not to exceed $50,000 with a 10% cash match requirement.

Eligibility Requirements: Eligible applicants are the city, township or municipal units of local government in the current PA Weed and Seed sites. However, an eligible applicant may delegate funds to a designated community non-profit organization with a memorandum of
understanding and/or legal agreement (i.e., pass-through agreement). The designated organization can select the applicant project director but the applicant financial officer has to be from the city, township or municipal unit of government. Each site’s application must directly reflect the goals and strategies outlined in their local PA Weed and Seed Revitalization Plan and must have a letter of approval through their local AID Team process. Only one application will be accepted from each site.

Funding must not be used to supplant/replace state, federal or local funds that would otherwise be available to provide for program-related services.PCCD funding is to be used in addition to other funds that are made available for services. This nonsupplantation clause applies to state and local public agencies only.

New Application Requirements: All applicants and subrecipients intending to apply for federal funding must make certain their agency has a Dun & Bradstreet Data Universal Numbering System (DUNS) number and Central Contractor Registration (CCR). See the New Application Requirements (Federal Transparency Act) section of these guidelines for further information.
